The graph below represents an historical analysis of how accidents, incidents, losses are reduced over time with the proper implementation of a comprehensive loss control program auditing system of various program essential elements. The audit system at the time developed by Mr. Frank E. Bird, Jr., C.S.P. and various member A.S.A. Auditor's (Accredited Safety Auditor's) of the International Society of Accredited Safety Auditor's, comprised of 22 management program elements with over 400+ questions and sub-systems embedded within the various sub-elements (listed below). The Five Star Graph depicts the actual BLS Accident rate reduction of a 114-acre, 750 employee 3 plant manufacturing facility. The company received several annual insurance company worker's comp. premium rebates during this period. As the level of safety and loss control programs increased, the accidents (injuries) and incidents (near miss) including property damage, decreased. The stars correlate with the advanced levels within the International Safety Rating System©
(5 star I S R S Audit System) and the rating received during the audited period and the percentage rates for program implementation progress. 179 union hourly and facility management within various departments played a key role assisting the company, as the first company in the world to achieve the prestigious Five Star Advanced Level Award for Organizational Safety, Health, and Environmental Loss Control Program Management Excellence, in a manufacturing organization. At the time, there were more than 3,500 member companies world wide within (I S R S Program and Audit System). At the time, The President of Global Loss Control Dominic (Nick) Brignola, F.A.C.F.E., A.S.A., C.S.E. was Property Conservation, Safety Manager and Program Coordinator of the Five Star Advanced Level I S R S Program. The Organization, made up of 179 employees who were divided up into 22 element teams, managed by 8 key team leaders, selected from Corporate, Safety, Operations, Quality, Engineering, Purchasing, HR, Maintenance Management, Finance, as well as Key Plant Union Leadership and Union Hourly Employees. The teams and their leadership were given orientation and training to oversee and manage the 22 elements. The element teams were audited quarterly. A comprehensive audit report of results was performed quarterly and presented to team leadership and executive management which laid the ground work for the development of objectives and goals, each and every quarter. The rest is history. In the later stages of the program The facility General Manager his staff and the element team leaders would hold quarterly presentations within each plant to go over the I S R S Loss Control Program implementation progress. Of note, Aside from Safety, Health and Environmental goals met, Production, Quality increased measurably and Property, Equipment, and Materials Damage was reduced substantially. The Loss Control system was installed to control loss in all departments up and down the supply chain and those that had third party impact.
NOTE: Depending on the size of the entity The I S R S was a Loss Control Management program that required a minimum of 2 to 7 year commitment for Leadership and Administration, Manning, Objective, Goals Setting, and Budgeting, from the Board of Directors, Executives and Management and The Hard Working Front Line Supervision and Their Employees within the Corporation, regardless of the size. The corporation profits rose greatly throughout this period so much so it was seen by Grand Metropolitan, LLP as a real profit generator and given the green light to research new products and start acquisition of other businesses.

An awards celebration was held at Lehigh University Stabler Arena with notables such as Congressman Ritter, local Mayors, Chubb Insurance Sr. Loss Control Representatives Jack Keena and Mgr. Loss Control Chubb Douglas Bailey, Engineers and Management of Factory Mutual Engineering (Now FM Global), State and Local Dignitaries, and more than 900 employees and their invited guests were present. One of the highlights was a letter of acknowledgement proclaiming the achievement from, The President of The United States, Ronald Reagan.
Dominic " Nick" Brignola, Jr. Property Conservation, Safety, Risk and Environmental Manager of ALPO Division of Grand Metropolitan, LLP, the Company's President, General Manager and the 179 team members received the Five Star Award, as well as Mr. Brignola was awarded the coveted Five (5) Star Ring for Safety Program Management Excellence from the International Loss Control Institute (ILCI). The awards were presented by Mr. Frank E. Bird, Jr., Chairman & CEO of (ILCI) International Loss Control Institute and International Society of Accredited Safety Auditors, Dr. Robert Arnold ILCI, Terry Bradshaw (Famed Super Bowl Champion Quarterback, Pittsburgh Steelers and Motivational Speaker),
Global Loss Control's President, Mr. Dominic (Nick) Brignola and Global loss Control, Inc. was contracted by Mr. Frank E. Bird, Jr., C.S.P., CEO and Founder of The International Loss Control Institute, as the first Professional Licensed (I S R S) Auditor awarded the I S R S Five Star Rating. Mr. Brignola, In 1989 after starting Global Loss Control, Inc. performed Professional Licensed Auditing, Organizational Management Consulting, Licensed Auditor (A.S.A.) Training for The International Society of Accredited Safety Auditors and performed Modern Safety Management Training, Account Consulting and Program Implementation Assistance for The International Loss Control Institute, now D N V.
